It was a busy week at Queen’s Park as the Legislative Assembly met for its first regular week of business. The week kicked off with some housekeeping from Speaker Ted Arnott, who advised that one of the eight independent MPPs in the chamber (7 Liberals and one Green) would be provided with a question each day the House sits. Question Period proceeded to focus on several themes, all relating to the new government’s legislative and policy agenda.

This week at Queen’s Park started off with the announcement that the province will be unveiling a new Bail Directive that aims to reduce barriers faced by Indigenous and racialized communities at the bail stage, ensure low-risk and vulnerable individuals have access to the appropriate supports for safe releases, and speed up the bail process.

On Tuesday, a judge granted a defence motion for a directed verdict, ruling that “no reasonable jury” would convict, and directing an acquittal of two liberal operatives without the defence having to put their case forward.

The reports, which were founded in freedom-of-information requests, largely relate to details of industrial leaks in Sarnia’s Chemical Valley.

Question period from April 10th to 13th saw questions raised over mandatory sexual assault training for judges under provincial jurisdiction. Two bills on the subject have been introduced by private members, one a member of the government and the other a member of an opposition party.

Much of the focus of debate this past week continued to be on issues related to the energy sector, including electricity rates, the sale of Hydro One, and the award made to Windstream Energy related to the 2011 ban of offshore wind power. By-elections have been announced in two ridings, and new provisions announced that will allow youth to pre-register as voters before turning 18.

The past week was quiet, as MPPs were home for constituency break over Thanksgiving. Debate before the break focused on the government’s October 3rd release of un-audited public accounts, continued calls from the opposition for a halt of the sale of Hydro One and debate over electricity rates. The government announced its next steps in its review of the Ontario Municipal Board, with town hall meetings scheduled and a plan for new legislation by the spring.

In a shortened week for the legislature, much of the focus of debate in the House was on electricity rates. At the mid-point of the government’s mandate, the Premier’s office ended the week with a release of new Ministers’ Mandate Letters, which set out key priorities and deliverables for each ministry.

In the fall economic update released Thursday, Finance Minister Charles Sousa is claiming the deficit will be diminished by $1 billion to $7.5 billion in 2015/16 and $4.5 billion in 2016/17. This was bolstered by the proceeds from the IPO of Hydro One. In response, Opposition Finance Critic Vic Fedeli posed the question “What happens when you run out of assets left to sell.”

The Ontario Government is downplaying security the threat following terrorist attacks in Paris. Public concerns over safety have been heightened in some quarters with the federal plan of the arrival of 25,000 refugees before the New Year, with Ontario slated to take 10,000 of them. Minister of Community Safety and Correctional Services Yasir Naqvi says he has confidence in the federal screening process.

The provincial government was busy nevertheless, issuing Hydro One shares, which raised an estimated $1.83 billion through the initial public offering last week. Ontario also says it will also receive a $2.2 Billion deferred tax asset. Ed Clark, former TD president and the Premier’s advisor on the sale of Hydro One does not foresee any other government assets on the selling block in the immediate future.

It would be hard to have missed that the big news of the past week was the federal election results, which resulted in Justin Trudeau and the Liberal Party forming Canada’s next government. Also in the news was the Minister of Community Safety and Correctional Services announcing that the provincial government will end the practice of police carding.
